An opportunity network that brings Turkish public tenders, investment support programmes and private-sector listings together, then matches them against a company's own declared and verified capabilities.

Matching runs at lot level, not whole tenders, and eligibility is decided by a deterministic rule engine tied to its source documents rather than by a language model.
